SOUTH CREAKE PARISH COUNCIL
Minutes of the Annual Parish Meeting held in the Ostrich Function Room, South Creake on Monday May 11th 2009 at 7pm.
Present: 9 Councillors, 22 Parishioners, The County and Borough Councillors and the Clerk to the Parish Council, the meeting was Chaired by Mr L Ringwood, Chairman of the Parish Council who
welcomed all present to the meeting.
Apologies for absence.
Apologies were received from James and Mrs Abraham, Alan and Mrs Jones and Mr and Mrs Jones (Meadow View).
Minutes
The minutes of the Annual Meeting held on May 7th 2008, copies of which had been circulated and available at the meeting were approved and signed by the Chairman.
Matters Arising from the Minutes
There were none.
Chairman’s Annual Report
Attached to the minutes and will be circulated with the Council’s Annual Report.
County Councillor’s Annual Report
Councillor Mrs R Monbiot informed the meeting that the County Council had obtained the highest audit rating of four stars. In view of the present economic climate the County Council would be making
£125,000 available for small business maintenance contracts, £200,000 for training and support to people unable to obtain help when unemployed, plus an extra £125,000 for the Citizens Advice Bureau.
The County Council had managed to keep its share of the Community Tax down to 2.95% which is below the national average. The Council’s budget for the present year would be £1.25 billion. A bid had been
made for part of the Government’s £700 million funding for the re-building and refurbishment of the 52 High Schools in the County.
Borough Councillor’s Annual Report
Councillor M Chenery of Horsbrugh stated that at the present time he was heavily involved in the fly tipping problem in the Borough and had leaflets available with contact details to report any
problems. The Borough Council like the County Council was awaiting the Boundary Committee’s recommendations for the Unitary proposals for Norfolk when this had been received they would consider what
further action to take.
The Chairman thanked the Councillors for their reports with a special vote of thanks to Mrs Monbiot who would be retiring from the County Council in June.
South Creake Charity Accounts
The Chairman presented the accounts to the meeting, copies of which had been circulated. It was noted that the closing balance stood at £5542.
Burnham Market Area Community Car Scheme
Presenting the report on behalf of the coordinator, Mrs Daphne Potter the Clerk stated that the scheme continued to go from strength to strength. More drivers had been recruited with some from
South Creake, which was very helpful in keeping the “dead miles” costs down. Since the scheme’s inception 5 years ago the drivers had travelled in excess of 85,000 miles with both local journeys and
trips to local dentists, opticians the County Hospitals and also Papworth and Addenbrookes Hospitals. The Friends of the Community Car Scheme 100 Club was still going well. The Scheme’s Officers
would like to thank all who helped in any way to make the scheme such a success.
War Memorial Institute / Memorial Pavilion Report
The Chairman stated that he had nothing further to add to the details he had given in his annual report.
Play Area Report
Councillor Ringwood stated that the Play Area was still being well used. The old chain link fence had been replaced and all the equipment had passed the annual inspection.
Parishioners Question Time
The Chairman invited questions from the Parishioners present at the meeting.
Mr Paul Hart enquired if there had been any feed back to the Council from the speed monitors which had been in place in the village during the winter. The Chairman stated that the monitors were
similar to the old system of two cables placed across the high-way to record data for the County Councils for its own purposes.
Mr Miles Connell raised the question of the wind turbine map which had appeared on the internet showing a number of possible turbines being placed in the Creakes, Syderstone and Stanhoe area. The
Chairman stated that this had been noted by the Parish Council but no action would be taken until a firm planning application had been received.
With no further questions the Chairman thanked all who had attended and closed the meeting at 8 25pm.
