SOUTH CREAKE PARISH COUNCIL

Minutes of the South Creake Parish Council Meeting held in the Ostrich Function Room on Monday Jan 9th 2012 at 7 30pm.

Present: Councillors R Maslin, Chairman, A Harvey, G Allen, S Freakley, C Gardner, L Goodall, T Harrison, S Libovitz, V May, the Clerk and 10 Parishioners.

1. The Chairman welcomed all present to the meeting.

2. Apologies for absence.
No apologies for absence were received

3. Declaration of Interests on Agenda Items
There were none declared.

4. Public Participation
It was resolved to adjourn the meeting for Parishioners Questions and Statements.
Mr D Berry: Informed the meeting that during the next few days he would be logging the wood pile on the allotment land in Back Street.
Mr Paul Hart: Gave the meeting the results of the questionnaire regarding the proposed Memorial Pavilion and the fund raising events which would be taking place in the village during the first half of the year.
Councillor Mrs S Freakley: Congratulated the Trustees on all their efforts.
Mr M Booth: Gave details and the reasons behind his planning application for Avondale Farm.

The meeting resumed.

5. Minutes
It was resolved that the minutes of the meeting held on December 5th 2011, copies of which had been circulated to members and were available in the hall be approved and signed by the Chairman.

6. Matters Arising from the Minutes for Information Only.
a. Agenda item 9. It was noted that light No 9026 had been repaired.

7. Correspondence
The following general correspondence had been received and the contents noted.
a. Norfolk Police Authority. Details of the Police Budget Meeting to be held at Wymondham on January 19th.
b. Norfolk RCC. Copy of the December Signpost. The details of the Fuel Bulk Buying Scheme was noted.
c. Wells Community Hospital. Request for financial support.
d. Santander, Address Change Problems. The Clerk stated that he had been in touch with Royal Mail and Santander again, neither could find any trace of the missing address change paperwork. Councillors expressed their concerns, but it was agreed that the blame could not be placed on one particular agency.
e. Norfolk ALC. Copy of the Norfolk Link Extra.
f. West Norfolk Mind. A request for funding and volunteers.
g. Jackie Piemont, Strategic Waste Team. Invitation for Councillors to visit the Norfolk Materials Recovery Facility at Costessey.

8. Highway Matters
a. Speed Reduction B1355 Creake Common. It was agreed that the Clerk should submit another request for a speed reduction after the receipt of an incident log from Councillor Mrs L Goodall.
b. The Burn, opposite the War Memorial. Councillor Mrs A Harvey reported a fallen branch across the Burn. Councillor G Allen agreed to investigate.
c. Avondale Road - Junction Leicester Road. The recent damage to a BT inspection cover and the erosion of the corner was noted. It was agreed that Norfolk County Council Highways be requested to kerb the corner.
d. Norfolk County Council. Details of the 2011 - 2012 Gritting Programme were noted.

9. Footway Lighting
It was reported that light No 9003 required attention.

10. Finance
a. Accounts paid prior to the meeting. It was noted that the following account had been paid.
* 101322. HMRC. Clerk's Tax.
b. Accounts for payment, it was agreed that the following accounts should be paid.
* 101323 Clerk's salary and travel December. £142.60
* 101324 Clerk's expenses 06/10/11 - 03/01/12. £28.05
c. Financial Statement for September, October, November. The financial statement was considered, approved and signed.

11. Planning Matters
a. 11/02001/F Proposed construction of two new dwellings at Avondale Farm, Avondale Road. It was resolved to recommend approval.
b. Proposed Wind Farms at Chiplow and Jack's Lane. The details of the Public Enquiry Timetable were noted.
c. Councillor Mrs A Harvey requested that enquires be made regarding construction work being carried out at Sunnydean, Creake Common and the Old Butchers Shop, Back Street.

12. Allotment Matters
Councillor Mrs S Freakley. Reported on the positive feed-back received from allotment tenants and hoped to be in a position to make a full report at the next meeting.

13. Outstanding Matters
a. Telephone Kiosk, The Old School. The Clerk stated that to date he had not received any further comment from BT.
b. Section 106 - Leicester Road. The Clerk informed the meeting that the legal papers were now at Norfolk County Council Legal Department. Norwich.

14. Parishioners Participation
It was agreed to adjourn the meeting for further Parishioners Questions and statements.
Mr R Wakeman. Gave details of comments regarding the speed of traffic along the B1355 Creake Common made by the retired police officer now in charge of the Speed Watch Scheme.
Mr D Berry. Informed the meeting that he had taken up resident at Pinchen House, 25 Front Street.
Councillor Mrs V May. Reported that the Dog waste Bin required attention. Mr D Berry offered to re-align the bin.

The meeting resumed.

15. It was noted that the next full Council meeting would be held on February 6th 2012.

16. The Clerk informed the meeting that he would be retiring at the end of March 2012. He, in consultation with the Chairman would organise the advertising of the vacant position and the timetable leading up to the appointment of a new Clerk.

With no other business the Chairman closed the meeting at 8.40pm.
