SOUTH CREAKE PARISH COUNCIL

Minutes of the South Creake Parish Council Meeting held in the Ostrich Function Room on Monday Mar 7th 2011 at 7 30pm.

Present: Councillors L Ringwood, Chairman, R Wakeman, G Allen, D Cox, C Gardner, A Harvey, V May, R Maslin, the Clerk, Borough / County Councillor M Chenery of Horsbrugh and 11 Parishioners.

1. The Chairman welcomed all present to the meeting.

2. Apologies for absence.
There were no apologies for absence.

3. Declaration of Interests on Agenda Items
Councillor R Maslin. Planning 11a. 11/00246/F Installation of surface mounted 1200Ltr LPG bulk fuel tank at 4 Avondale Road. (prejudicial).

4. Public Participation
It was resolved to adjourn the meeting for the Borough / County Councillor's report and Parishioners Questions and Statements.
Councillor M Chenery of Horsbrugh, in his report informed the meeting that the proposed Power and Recycling Plant to be built at King's Lynn had been approved by Norfolk County Council Cabinet Members, this despite the result of the referendum and the numerous letters of objection sent in. Councillor Chenery then answered questions from Councillors and Parishioners as best he could. Councillor Chenery then went on to report that the Mr Smith's planning application at the Common had been "put back" as had the Jack's Lane Wind Farm Application.

The meeting resumed.

5. Minutes
It was resolved that the minutes of the meeting held on February 7th 2011, copies of which had been circulated to members and were available in the hall be approved and signed by the Chairman.

6. Matters Arising from the Minutes for Information Only
It was noted that the rabbit and mole control being carried out on the playing field appeared to be working satisfactorily.

7. Correspondence
The following general correspondence had been received and the contents noted.
a. Mr Peter Morris: An email informing Council that he would be made redundant at the end of April.
b. Norfolk Superhero Committee: Details of a cycle road race on June 18th which would pass through the village.
c. Norfolk County Council: Details of Mobile Library time changes.
d. Borough Council: Details of the West Norfolk Village Games.
e. Thank you letters from: The War Memorial Institute Trustees, South Creake Parochial Church Council, South Creake Community Events and The Yorke Trust acknowledging the receipt of a part share in the CPRE Green Spaces Award.
f. Census.gov.uk: Details regarding the filling in of the census form.
g. Norfolk Green: Details of Bus Service Changes for South Creake.

8. Highway Matters
a. Pothole - Avondale Road - junction Leicester Road: To be reported to Norfolk County Council Highways.
b. Norfolk County Council: Letter with details regarding the Royal Wedding Street Parties and Road Closures.

9. Footway Lighting
It was noted that light No 9014 - Fakenham Road required attention.

10. Finance
a. Accounts paid prior to the meeting.
* 101271. War Memorial Institute Trustee £250.00 Part of CPRE award.
* 101272. South Creake Parochial Church Council £100 Part of CPRE award.
* 101273. South Creake Community Events. £100.00 Part of CPRE award.
* 101274. The Yorke Trust: £50.00 Part of CPRE award.
* 101275. MHB Services Ltd. Lighting Maintenance. £130.97
b. Accounts for payment. It was agreed that the following accounts should be paid.
* 101276. Clerk's Salary and Travel - February £165.60
* 101277. Clerk's Expenses - 12/01/11 - 07/03/11, plus lump sum. £120.14
c. Clerk's Salary: It was noted that from the next tax year the Clerk's salary would be subject to HM Revenue and Customs PAYE scheme.
d. Financial Statement: The Financial statement for January which had been circulated to member was considered, approved and signed.

11. Planning Matters
a. 11/00246/F Installation of surface mounted 1200 ltr LPG Bulk Fuel Tank at 4. Avondale Road.
At this point Councillor R Maslin left the meeting.
The application was then considered and recommended for approval.
Councillor R Maslin rejoined the meeting.
b. 10/02048F Conversion of redundant stable block to elderly parents unit annexed to house and long term as a holiday letting unit. At 3 Cranmer Cottages, The Common. Planning Permission granted by Borough Development Services.

12. Election Details
The Clerk gave details of the forth coming Parish Council / Borough Council Elections and the national Referendum, and issued Nomination Papers to Councillors and Parishioners requesting them.

13. Council Standing Orders
The Clerk informed the meeting that the new Parish Council Standing Order, "Voice recording of any meeting of the Parish Council would not be permitted" would be included in the revised Standing Orders to be issued for consultation at the June Parish Council Meeting.

14. Village Cold Calling Zones
The Chairman gave full details of the requirements required before any Cold Calling Zone could be set up in the village. A coordinator would have to be appointed who would be the main point of contact for Residents, Trading Standards, Councillors Police and the Media. The scheme was mainly looking for areas in a village occupied by vulnerable parishioners. No decision was taken at the meeting.

15. It was noted that the next two meetings would be held on April 4th 2011 The Annual Parish Meeting at 7pm followed by the April Parish Council Meeting.

With no other business the Chairman closed the meeting at 8 20pm.
