Minutes Oct 4th 2010


SOUTH CREAKE PARISH COUNCIL

Minutes of the South Creake Parish Council Meeting held in the Ostrich Function Room on Monday Oct 4th 2010 at 7 30pm.

Councillors, L Ringwood, Chairman, R Wakeman, G Allen, D Cox, C Gardner, A Harvey, T Harrison, The Clerk, Borough / County Councillor M Chenery of Horsbrough and 14 Parishioners.

1. The chairman welcomed all present to the meeting.

2. Apologies for absence.
It was agreed to accept apologies for absence from Councillor Mrs V May (family commitments) and Councillor R Maslin (holiday).

3. Declaration of Interests on Agenda Items
There were none declared

4. Public Participation
It was resolved to adjourn the meeting for Parishioners Questions and Statements and the Borough / County Councillor's Report.
Before formally opening the meeting for questions the Chairman made a short statement regarding the proposed Jack's Lane Wind Farm and outlined the reasons why the Parish Council had reached a decision on the Planning Application in the way that it had. Referring to the proposed Community Fund which could be made available the Chairman stated that this had never been discussed at any meeting but if a fund did become available it would be taken up.
The meeting was then opened to Parishioners. A number expressed strong concerns in the way in which the Parish Council had handled the Wind Farm application especially in not expressing the views of the village strongly enough. Other Parishioners supported the Parish Council in the action it had taken and pointed out that the Parish Council had not supported the application. All present congratulated Councillor Mrs A Harvey on the detailed way in which she had reported on all the Community Liaison Meetings which she had attended. Councillor M Chenery of Horsbrugh stated that he had a feeling that the Borough Council would turn the application down, if it then went to appeal the main fight would start.
Mr Paul Hart enquired if in view of the recent reports in the press regarding Burnham Market Parish Council was South Creake Parish Council involved in any way. The chairman stated most definitely not. The Clerk stated that he was acting as Locum Clerk for Burnham Market at the present time.
Mr Hart then went on to congratulate the Village in winning two awards in the EDP Pride of Norfolk Community Awards. The Small Village Award and the CPRE Green Spaces Award.

The meeting resumed.

5. Minutes
It was resolved that the minutes of the meeting held on sept 6th 2010, copies of which had been circulated to members and were available in the room be approved and signed by the Chairman.

6. Matters Arising from the Minutes for Information Only
There were no points raised.

7. Correspondence
The following general correspondence had been received and the contents noted.
a. Borough Council: Details of a Mini-Service Review - Parish Council Elections. It was noted that future Parish Council Elections and Parish Polls would have to be funded completely by Parish Councils.
b. Borough Council: Details of the 2011 Census and the job opportunities which would be available.
c. Norfolk County Council: Notification of the decision not in future to deliver hard copies of "Norfolk Matters" but it would be made available on line, to register, www.norfolk.gov.uk/norfolkmatters.
d. Norfolk County Council:- Sustainable Development: Details of the proposed Power and Recycling Centre at King's Lynn.
e. Jack's Lane Wind Farm: Parishioners Letter regarding further discussions and from RES details of the next Community Liaison Group Meeting at Stanhoe.

8. Highway Matters
a. Grassed Island Leicester road - Junction with Back Lane: A letter from the highway engineer stating that there was no safety issues with the island, she could not justify the costs involved and environmentally the policy in Rural Areas was not to remove green areas.
b. Footway Churchill Estate = Winston Drive: This would be cleared by the Borough Council.
c. Norfolk County Council: Letter with details of the Highways and Community Rangers.
d. Limerick Cottage: A complaint of vegetation spreading onto the footway. To be reported to Norfolk County Council Highways.
e. Warning Posts - Avondale Road, opposite the War Memorial: A request that they be replaced. To be forwarded to Norfolk County Council Highways.
f. Speed Watch Team: Councillor R Wakeman stated that the future of the team had been taken out of their hands as it could become a victim of the future spending cuts.

9. Footway Lighting
There were no reports of any lighting problems.

10. Finance
a. Accounts for Payment: It was agreed to approve the payment of the following accounts.
* 101257. Norse Commercial Services Ltd. Grounds Maintenance. £1233.14
* 101258. Clerk's Salary and Travel September. £172.00
* 101259. Clerk's Expenses 01/07/10 - 04/10/10. £28.96
b. Finance received. Burnham Thorpe Parish Council. Half Clerk's Conference Training Expenses. £27.50
c. August Financial Statement: The statement which had been circulated to members was considered, approved and signed.

11. Planning Matters
It was noted that there were no planning matters to consider.

12. Allotment Matters
The Clerk reported that three Parishioners had request to be placed on the allotment waiting list for a plot from April 1st 2011

13. It was noted that the next full Council Meeting would be held on November 1st.

With no other business the Chairman closed the meeting at 8.50pm.
